Laser is different from intense pulsed light IPL in that laser produces only one wavelength of light.  Therefore by choosing the specific wavelength, a laser expert can try to optimise the chances of the hair picking up the laser energy and being heated, whilst the skin reflects the laser energy and stays cooler. Apart from this, the laser is very similar to IPL above.
